No. Absorption is not harm, and the most controversial sunscreen still beats no sunscreen. She nonetheless prefers mineral filters, and would most avoid oxybenzone.

Baumann is writing for the general population, where UV exposure is the biggest skin-cancer risk you can do something about, and she flags pregnancy and breastfeeding as reasons for extra care about ingredients. Saladino's sun advice reads as permission for exactly the people it would harm most, those with fair skin or a personal or family history of melanoma, and he never names them. Leaving that out would flatter his side.

More than the framing suggests, and the overlap must be shown. Both prefer mineral zinc-oxide or titanium-dioxide filters over chemical ones. Both name oxybenzone as the ingredient of most concern. Both accept the FDA absorption finding as real. The minimal version of sal-no-chemical-sunscreen, switch your daily product to a mineral filter, is advice they both give.

What would settle it

Human outcome data on chemical filter exposure at real-world use, as distinct from absorption measurements, would settle the harm question in either direction. On the other side, a controlled comparison of graduated exposure against sunscreen use for skin-cancer incidence would settle the solar-callus claim, and nothing of the kind exists.
