Norton is describing weight regulation in a general adult population under controlled conditions. Insulin-forward advocates are typically describing people with existing insulin resistance or metabolic syndrome, where the populations and the outcomes genuinely differ.

Where they agree

Norton's written concession is the agreement: intake and expenditure are not independent, hormones do influence both, and metabolic adaptation is real and substantial. Norton would move on isocaloric feeding trials with matched protein showing a reproducible difference in fat loss by carbohydrate content. He has said which study design would answer it, which is a rare and citable thing.
